How Can I Transfer A Domain Name From One Registrar To Another?

I registered a domain name a few months ago with a little known company. The problem is the company’s service is a piece of crap – half the time their name servers are down. So I want to transfer that domain name to godaddy. So how do I go about it? Do I need to notify the old registrar and get their permission or can I just pay godaddy for the transfer and have it take place?
