It depend if you are using the free service offered by many sites like Google — blogger.com and many other sites you can add ur content thr, but if you want to run your site thru web space server then you should have to buy the web space over the many web hosting sites if you want to run website thru ur system then u must have a good bandwidth, and that system always online (switch on) , second thing you have to purchase a static WAN IP so that thru the site ppl can get ur website otherwise you have to register ur domain.
if you want to view your site you must write http://youriphere/ To find your IP address go to http://www.whatismyip.com
If You are using a cable provider, so make sure your ISP, does not block port 80 as most cable providers do
You must open your port from your routers configuration page sometimes.
