    If you have a Dynamic IP on your network, you can use dynamic host services from dyndns.org etc.
    There are many such services available online. Dyndns is one of them.

    well if its for your local lan, you can set it up using a domain controller which comes with all the server editions of windows. if its for the web, then your proably better off going with 3rd party for the registration and redirect it to your local server.
